Necropsy performed at Cornell revealed horse had large amounts of poisonous Japanese yew plant in his stomach. Who is responsible for a horse while in the park or on the streets in Manhattan? The driver. They are blaming Central Park Conservancy for planting them in 2012. I think most of us might agree, we don't let horses eat something dangerous or that we don't know what it is.
