The driver. They are blaming Central Park Conservancy for planting them in 2012. I think most of us might agree, we don't let horses eat something dangerous or that we don't know what it is. Turns out toxicology report is that the horse ate Japanese Yew in the park, a plant that is highly toxic and died shortly thereafter. They planted it, he probably had no idea it was toxix. The conservatory planted a toxic plant for horses, they likely had no idea. Sometimes things are just unfortunate and that's where this falls here.
