Shady Daisy beat the boys on occasion. She was a beast.
The best would be hard for me to determine. When I started following closely mare pacers rarely faced the boys.
Trotters mentioned by others were memorable. Moni Maker on the world stage, Scenic Regal winning while handicapped, & Cr K Suzie had tremendous speed.

I always admired and respected the mares who raced against the boys, on several occasions and on the biggest stage. So, for me it was Handle With Care, CR Kay Suzie, Peace Corps, and Moni Maker. You can't forget Fan Hanover going three wide in her elimination and then coming back to win the LBJ.

Delmonica Hanover-Del Miller
USTA Horse Of The Year-1974.
Named USHWA Divisonal Champion at age two, three, four, and five.
2nd both heats of 1972 Hambo to Super Bowl.
In 1974 won France's Prix d'Amerique against the best trotters
Europe had to offer.
In 1973 and 1974 won the Roosevelt International againt the best trotters the World had to offer.
World Champion at three and four.
Dam of Hambo co-winner Park Avenue Joe, and World Champion Delmegan.

Yes I am old, and yes I saw her race many times.

I'm not aware of Proximity racing twice at two different distances and setting track records for both but it's possible. I do know that she was Horse of the Year in 1950 and when she retired she was the leading money-winning Standardbred in history, with career earnings of over $250,000. 

The Stan Bergstein-Proximity Award is named in part after the greatest trotting mare of her era.

 Many great race horses talked about but for me it was the great French mare UN DE MAI who was the best at a  time of some other great mares like Fresh yankee who battled with un de mai,    On the pacing side i would go with Roses are RED or handle with care.
