State specific I guess. Labor laws too, LOL. What about having to be licensed as a trainer (or driver) to warm up a horse on a pari-mutuel race card, or can a groom do it?

I don't know about today, but back in the late 60's I warmed up horses(Mr. Cinn Abby) in Chicago as a teenager with only an IL. Racing Board grooms license and a USTA fair drivers license.
But that was years and years ago.
I am just an old horse trainer still going around in circles. Sometimes Fast. Sometimes Half-Fast.

How do people who just warm up horses get into the paddock legally?

Do they have "Warm Up"(lol) license that qualifies them to get in?

I thought if you were not grooming a certain horse that night only trainers and owners of said horse racing could enter the paddock? Whose workmen comp do you enter under?
