Of course HISA has nothing to do with harness racing.....But, while I am not the biggest fan of the CHRB, and like some other governing bodies that are now "doing something" because they've done nothing for many years, because now HISA is the new sheriff in town-----other than the FBI/Fishman case, which Gural was the catalyst for-----when was the last time a harness racing governing body did anything substantial like this.....before HISA was around? PA is the wild west. They are a joke. The joke in the business is, get thrown out of everywhere else, and you can go to PA. Everybody knows the Pena debacle. Whether it's the Al Capone thing or not, whatever they ended up getting him for, the business and sport was better off without him. While I won't speak ill of the dead, nor a friend who I knew for over 40 years, I absolutely, positively, could not disagree more with Ron Gurfein, his original position on Pena, and what he wrote about Pena. We had more than one heated debate on it. In the end what Gurfein wrote about and what he really felt were two different things.

The CHRB is the reason Justify's positive for Scopolamine after the Santa Anita Derby was swept under the rug until the Triple Crown was over--allowing Justify to compete in The Kentucky Derby and subsequently the Preakness and Belmont. If the positive would have been reported when it was discovered, Justify would not have qualified to run in The Kentucky Derby. The CHRB unanimously voted in a closed door meeting to dismiss the positive...then the truth came out in 2019.

I don't know who owned him, or if there was a conflict, but even before it got out-----it was generally known and accepted that the CHRB dragged their feet, and as you said, eventually swept this under the rug. Jimson week, right? LOL. I guess CD got their payback huh? Ruis did end up getting an order from the court directing the CHRB to disqualify Justify. I am not sure how that played out.
