Not sure what you are referring to but it is my understanding that casinos & racing at every track up in Ontario have been separate for years now. The tracks charge the casinos rent for using their properties but have no vested interest beyond that.

Funding Agreement

The Funding Agreement began in 2019, incorporating feedback from the industry provided through consultations, letters and meetings with government partners, and provides up to $120 million per year for 19 years to the Ontario horse racing industry.

The result is a long-term plan that will benefit racetracks, breeders and horsepeople in Ontario by strengthening and sustaining the industry with nearly two decades of stable funding.

Ontario Racing oversees the allocation of this funding.

The tracks do not own the casinos. The OLG owns the slots/sites, and they contract out the actual operations. The tracks are landlords. The problem is the deadline for the OLG program that supported the slots at the tracks ends on 3/31/2026, and several of the sites could be in trouble. Last time I was in Toronto, I heard some talk, and thought I heard that the Kawartha Downs operation was closing. Not sure if that's true or has changed.

TORONTO, Dec. 09, 2025 (GLOBE NEWSWIRE) -- After weeks of efforts by unionized workers, concerned community members and other stakeholders, an agreement has been reached that will keep the slots open at Kawartha Downs for the foreseeable future. The agreement will also keep the racetrack open. No fewer than 150 jobs hung in the balance, as both locations were set to close at the end of March 2026.
