He was sneaking in and out of Delaware for years before he got caught. Then he would stop at the border to make his exchanges after that. It's like saying we gotta crack down on gun laws, that'll fix it. Yet the criminals buy their weapons from the black market. People really are fucking stupid. But at least the commission did "something".
