Two drivers not in the Hall of Fame who I think belong are Jackie Mo and Luc Ouellette, and for that matter, other than being involved in that scandal at Freehold a long time ago, George Brennan belongs too.
I'm not sure about Luc but Jack and George have done enough to get in. Will they is not so clear. George has been in trouble at several tracks for bad races which may be why he isn't in. Jack has many rumors attached to him including his sudden departure from the Meadowlands which may explain why he hasn't got in. As far as Luc, he is on the wrong side of borderline, in my opinion but he is close. HOF is very political to say the least.

Brennan has definitely done enough but as you said being involved in several scandals is definitely the reason he's not in. As far as Luc and Jackie Mo, and for that matter Brennan, if they were going to get in it would have already happened. There are a few drivers in the HOF who in my opinion shouldn't be there, but as you say, alot of it is political.
