The unthinkable happened last night at Dover, Ceba Horsey had a driving double, and didn't interfere with anyone or go inside any pylons!

Was going to post about this guy.   Something seems so off about him.

Ceba should have been tossed over 20 years ago

question is...is Dover/Harrington that needy for his horses(he probably has 3 or 4)to fill the box for them to NOT ban him?

the fact that the state of Delaware allows him to race is very telling indeed

This is totally different but the State of Delaware has always allowed in drivers who were barred elsewhere. Back in the 1970's there was a big scandal at Roosevelt Raceway and 2 of the drivers who got barred were Buddy Gilmour and Ben Webster, and both started driving at Brandywine Raceway soon after.
