Thats not true..You do not need a USTA license to participate in harness racing for some positions. Like a Groom for one. What's your source on this statement he said he was told his membership would be reviewed by the USTA if he submits one.. (Which probably means denied,)

If an owner dies, you have to prove their death before the other owner can get any money due to them e.g. breeders awards, etc.
