Counselor, what you are saying is not true in all prisons. The inmates themselves give the info to the law clerks if they want help. The administrator and as  you say guards do not. By the way, they are correction officers. Most is past around by word of mouth.You are right that every facility must have a law library but things are not handled as you might think.
