But what "rules" do all these directors make?

Aren't the rules/regulations made and enforced by the states and the states' employees?

Are the USTA Directors present at state racing commission meetings?

Do they have any authority at all?

And if they're unpaid why have 30 of them?  Why not 10?  Why not 300?
