Won't say the worst but the most overrated is by far Dave Palone. Sure in his little pond of Pennsylvania he's the big fish but put him up against the big boys he's nothing. And yes in the big races all the horses are gassed to the limit so the fields are even and he looks like a rank amateur.

Robert DiNozzi is by far the worst driver I have ever seen. He doesn't drive that often, but when he does, look out. Steve Smith is climbing the charts quickly though.
