I got a major problem with this setup:

The state licenses Jewffrey for horse racing.  The entire bus station is considered part of the racing enclosure.  Now, how the fuck does he get to use part of the racing enclosure to generate money without paying some sort of fee and takeout for the state and the horsemen?  He doesn't own the fucking dump.  The state is allowing a private business to reap big profits without any payment to the licensing fees for which the property was intended.
