I never knew the story that you are referring to until about 5 years ago. Although I don't know exactly what happened, it would seem your memory of what happened is correct. Scarbough Downs is now apartments and private homes with a new shopping center slated to open there soon. The big sign on US 1 is the only remnant of the track.

actually they're better off closing the place was a shit hole the barn area was a total disaster. You drive down to the barn area and people had all their discarded furniture thrown in a field. The barn area was a dump.

I remember quite well the Horseman fucked themselves the owner of the track wanted to compromise but narcissistic Horseman thought they knew better and got it up their ass.
