I looked it up...this is the definition of "thriving" so I'm guessing forever, Just like TVG.  There is no chance that a younger voting constituency looks at horse racing with anything but favor.  No chance.

a true partnership
see folks some states/governors  get the model such as kentucky
the issue with casinos is they drain money from citizens( nobody wins at them) who then cannot spend money in other areas that actually have an economic multiplier effect on their economy
and how much downstream benefit or jobs does a casino create, very few,  how many people needed to operate a slot machine
so the folks in Kentucky create a partnership between the tracks and the casino
in return for allowing the casinos to set up the state mandate a % of their take gets funneled into racing
why??
because  racing supports and creates jobs ( farmers, grooms, vets, equipment manufacturers, truckers etc and  those people spend money in the economy building a strong tax base

where is oak Grove located?

easily accessible?

near a major city/hub?

because  racing supports and creates jobs ( farmers, grooms, vets, equipment manufacturers, truckers etc and  those people spend money in the economy building a strong tax base

Everyone is happy there.

The Casinos are doing huge business and making big profits
The land owners are thrilled with people buying up huge amounts of land
Construction companies can't keep up with the amount of new construction being built
Barn help are making wages far better than in other states
Drivers are even buying new homes

In connection with racing, "thriving" means government HANDOUTS. If that same money was used for roads, bridges, and school instead of HANDOUTS to racing, it would create even more jobs. When an industry is supported by GOVERNMENT HANDOUTS not customers, it can disappear overnight.

Pennsylvania: ~$200 million to $240 million (from commercial casino slot machines)

Kentucky: ~$150 million to $180 million+ (from Historical Horse Racing electronic gaming terminals)

Ohio: ~$115 million to $130 million (from racino slot machines/VLTs)

Indiana: ~$50 million to $60 million (from traditional casino slot machines and table games)

New Jersey: $20 million (direct state budget taxpayer appropriation)

Maryland: ~$15 million to $20 million (from commercial casino slots and table games)

In PA the racing handouts are the biggest thing in the budget. Do you think the voters care if racing even exists? The racing industry has its head buried in the sand.
