Correct. The cheaters have won. Whether it is USA or Canada, criminals have infiltrated racing commissions and now protect their own. Check the names of appointed judges and racing officials. Many have laundry lists of violations from when they were racing. Apparently they found Jesus and convinced someone to hire/appoint them into positions of power but it is all a sham, as the ones hiring were also criminals at one time. Once again, the cheaters have won.
