There are 100's of dowses out there in this industry.  People who worked for other people and had to do as directed. It's just a matter of who will talk! Many stay quiet forever. These people are out there.
Second trainers and grooms after have seen and done the following. There are people who knows what goes on in stables.  Now this isn't every stable but lots and lots of stables have secrets.
The following things happen everyday.

Bring in illegal substances(needles and syringes) hidden in cars or trucks.

Hold the horse so it can be tubed

Know about abusive behavior against the animals

See use of cattle prods with harness bags over horses heads.

Taking horses off the grounds on race day saying its a different horse in the trailer. Then bringing them back after horse is pre raced.

Trainers stopping at gas station right before they get to the track to treat horses. 

Betting horses after you ran up the rail for weeks.

Telling the driver in the paddock to race your horse easy. Don't pull.

Beating horses with whips or pitch forks during a training mile. .

 seen drivers before going to gate take whip under arch of bike and snap the whip around the horses rear pasterns to wake them up.

Injecting different acids and chemicals into joints.

All these things are done on a daily basis. Just who has the balls to say it in public. Many people who are witness to these things need their jobs and fear losing their jobs. So the secrets stay secrets.

Your last statement about secrets was interesting.  It’s hard to believe that there aren’t people who are government informants or employees that are working as grooms, etc to specifically monitor the activities you mentioned.
Similar to spies, etc.  Unless this type of illegal activities are not important enough to monitor.

Those are not secrets those are common practices.  You forgot about the vets blocking and pre racing during lasix, heck vets love to test shit out for ya. Vodka, condensed milk, all kinds of  crazy shit.  People are tricky, especially the ones that make betwen 2 and 31 million each year. Except for maybe luther who spends 10x what he makes in purses.
