When the casinos in upstate were opened, the horsemen were able to negotiate protections. I am paraphrasing here but, the racetrack in the same zone of the casinos were made to make hold harmless payments to the effected purse accounts.
So, if Saratoga Harnesses purses account fell because of direct competition from Rivers Casino, Rivers made up the difference. There was a benchmark of the year before the casinos opened as to the levels they must maintain.
That was several years ago. Yonkers had no Casino in their zone. So, I don't know if they have the same protections.
