What judge approved the transfer from Kelsey Wagner to Luck Lilly Belle stables?

Transfer done directly through USTA....JOHN WAGNER transferred over 85 horses to his daughter KELSEY.....then 40 were transferred to different people from KELSEY......11 TO LUCKY LILLY BELL.   ....all on the same day.....USTA DOESN'T REALLY CARE

My guess is that Wagner couldn't get a license approval again.  His suspension should be over with (think it ended this month).  But he would have to re apply and get approved and I have a feeling they said no to that so he's going a different route (not surprising)  They really just don't care.  If they did ..they would NOT ALLOW THIS TO HAPPEN!

Wagner shouldn't be allowed anywhere near a racetrack nor anyone he is related to, friends with , etc!

   Whats illegal about which transfer and why?   Show me the ruling that makes any of these transfers illegal.......

It’s hidden ownership for someone suspended, doesn’t matter whose name it was transferred into.  And yes, hidden ownership is a rule and illegal.  Tough to prove sometimes, especially when they don’t want to catch it!   tmbz1

I'm aware of hidden ownership but someone said Wagner's suspension is over and it looks like these are not hidden...

Suspension was up the 12th.  I knew it was up this month but he will never get a license again.
