Reciprocity is a good thing! Should be universal. Then you have the "stay pending an appeal" and that can be problematic. It's just, but you have to find a way to close any BS loopholes. If it goes legal (civil, not criminal), due process can offer the person the same result as a stay, but loopholes are harder to take advantage of.

So these chemist trainers/vets get popped for various P.E.D's , get a slap on the wrist.
This guy gets drunk and does something stupid and they pull his license. Great sport isn't it? tmbz1
