How is Virgil Morgan not in Jail?

It's ok for him to take a horse drop 3-4 seconds and no one says a thing in Ohio?  Eric the cheat Cherry sent him Fulton and this horse has grown new legs.  He was absolutely torched and now one week Virgil has resurrected him into a super horse.  Why don't you send that horse back out to Meadowlands Virgil?  Your gas won't pass there will it?

Allard, Banca, Oakes, Surick, & others were doing the same thing. They all got arrested. Burke has done it 100's of times, Pena made a fool of everyone, Bongiorno's top trainers from day 1, & many others still doing it. There is a big EPO problem that has not gone away.
