The reason is...the three main ADWs(FanDuel/Twispires/1/ST) are making tens of millions every year on horse racing and do not want to share any of those profits with any gaming company.

I believe HPI partnered with a Canadian betting site some time ago. The major hurdle was the fixed odds wagering vs. pari-mutuel wagering. They didn't want different payouts on the betting sites vs. the tracks betting pools.

Just like sports betting each state has its own betting rules, any state that allows it has it. Also, Draft Kings takes harness racing bets.

but most people don’t even know what harness racing isGreat idea wih25 percent rake and single file racing the young guys would get hooked and maybe then introduce them into buying horses with AMAC and let them know that they can feed a horse a carrot and a lifetime of memories while they loose their cash and when they figure the game out and bet a 6-1 shot and when he leaves he drops to 9-5 that will excite them and if a heavy chalk breaks before the start they will see the worst payoffs ever but those 31 second quarters when some 25-1 shot gives up 3 holes will be memories etched forever,,,,,,,,,I think WESTERN FAIR MOHAWK AND NORTHFIELD ARE GOOD PLACES FOR THE NEWBIE... a 10 HORSE PARLY PAYLESS THAN A 10 TEAM SPORTS PARLY,,,,,,,,,also when a horse who has been fading has a huge trainer change and pays 3.80 you can tell them first time juice is never an overlay and if you bet overlays you will be betting horses that are not trying,,,,,,,,,,,,,,Maybe these kids will quit working and play the game for a living,,,,,,,
