If you intentionally plan to lose as they are doing, it is race fixing.  You don't need anyone else involved.  Race fixing means to intentionally affect the outcome of a race...which is exactly what is happening.

My argument against that is, if you're intentionally not trying to win, why finish 2nd then, why not run completely out?  What happens if the front runner goes on a break, and he's lapped on by you? I just feel it's difficult to prove intent.

He's trying to keep the horse in the same class.  Horse clearly isn't going to be a world beater, so let him steal 1200-2500 a week for 2nd or 3rd.  If he were a killer they would just keep winning their way up the ladder.  They could also be betting on the side...but most likely just stay NW2 as long as possible.

I f you recall Muskateer Hanover from last year at Dover. Very nice horse, driven by Allan, had alot of seconds and thirds along with a few wins in higher conditioned races. After Dover he went to Running Aces, Kentucky, and some Ohio and Indiana with a different trainer and did very well for the local owners earning around $250,000 last year and ending the year in a few FFA races and picking up a check. Surprised he hasn't been back to Dover since he's locally owned.

 Because 2nd at Dover pays 25% not to mention the bonus of 20%. Running completely out pays zilch! Just watch him drive when he's trying to win. He'll leave almost everytime! It's not about cashing tickets or setting up races. It's about staying in that class until you have no choice but to win. Look we know what's going on and so do the judges! They just don't want to go against anything that might generate news and hurt the track. But Steele and the other two need investigating! Purses are paid by the slots and they could careless of protecting the public!

May have bigger plans for him this year since he was competitive with the big boys, and this years older male division looks wide open.

I understand all about the bonus. I was just arguing that what he's doing in my mind isn't race fixing. I'm sure if he wins even though he's not trying to win, it's not the end of the world. The race fixing scandals that I know about all involved multiple drivers like the one at Freehold years ago that involved, Brennan, Howard Parker, and Jim Morril and the one a long time ago at Northfield involving Jim Panteleano, David Hawk, and someone else who I can't remember

I'm not sure if its race fixing as well but any attempt to alter the outcome of a betting sports event falls somewhere close to that. I don't believe TD is doing it nearly as much as dad because he's not a sharp on the track setting one up for that. But Good old dad has had plenty of practice and was fined once before at Harrington a few years ago for not trying.

They are both types of race fixing.  Just to differing degrees and for different reasons.  Both are intentionally affecting the outcome of a race.

I have watched the Jonathan Roberts replay dozens of times over the years, and one could argue he was measuring off the win, but when he doesn't get up it's perceived as not trying to win. I'm sure that's the argument he made to the judges. What looked bad was him leaning back a little in the bike near the finish line. Even today the top drivers measure off short wins.

Race 7 today at Dover.  Davis again .30. On Dollar

Makes sure he he gets 8th from the 3 hole  then just rides the rail and measures off 3rd.

That’s 3 weeks in a row he stiffed at odds on

Dont know what they paid but it wasn't cheap money.

The bigger question is WHY IS TYLER DRIVING HIM? HE RARELY DRIVES. HE CAN GET AWAY WITH WHAT HE IS DOING. JUST WATCH THE FIRST WEEK ALAN DRIVES.  1/9 AND WINS.
