Driver Ceba Horsey, having waived his right to a Judge`s hearing, is fined $200 for
exceeding the 3 whip maximum between the 1/4 pole and the 7/8 pole while driving
GIDGET LAUXMONT in the 7th race on 08/20/2024 at Harrington Raceway (see DHRC
rule: 7.6.13.14.1.3). All fines to be paid within 10 days of receipt of ruling.

I can't count how many whipping offenses he's had and to just get a 200 dollar fine is laughable!
