They said it can't be done. Well Pennsylvania said it can. Bob Belcher is back.
 Status as of 3/18/2024 - Subsequent Ruling - Ruling# 24002C ORDER AND NOW, this
27th day of February 2024, Ruling No. 22016C issued by the Bureau of Standardbred
Horse Racing denying an Owner/Trainer's license to Robert Belcher is hereby
REVERSED. HOWEVER, in accordance with 9323 (e)(2) of the Racing Act, the
Commission hereby grants Robert Belcher a one-year conditional trainer's license
upon the terms and conditions to be set by the Bureau.

How in the world is this a good move for an industry that is in hospice care, now. Maybe SCM can get the Presiding Judge's job that they are recruiting for at Yonkers.

It's not a good move, but sadly the industry gives zero fucks about what anyone thinks.

Who the hell would approve him, gotta be a complete moron. I wonder if they apologized for the poor treatment he's had the past 20 years. He doesn’t have to have a USTA license to get a racing commission license. Now that PA has licensed him they USTA can’t deny him.

Let's just discontinue the testing process for good! This is a terrible decision for the good of the game. When someone with his history is reinstated,it leads to more corruption from the guys who should have been revoked over the years! Harness Racing just went from climbing the ladder towards re-exposure to "Screw it,we don't feel like climbing after all!
