This position would be a patronage job.  Appointed by the power brokers to do their bidding.  In exchange, the compensation will allow for handouts and handoffs. 
Knowledge of the sport actually is secondary.  The Commish can surround himself w/ knowledgeable staff, prioritize the issues and step in as a problem solver.

For something like this to take place,the individual needs to have NO affiliations with any kind with any participants with the sport! If the sport is fortunate enough to find the right person,how would the salaries be handled? I like the idea but it would be doomed from the start . I will sit back and watch what happens with the idea!
