you knew that was going to happen
see this does not help the problem , and i am not suggesting that owners /drivers etc should be punished because they happen to employ/drive  a suspected horse abuser or druggist etc
the problem is getting these types of trainers out of the business, not fining them or giving them a slap on the wrist
a lifetime ban on your second major issue and you are gone , that will slowly but surely cause trainers to change their methods and level the playing field, that means no involvement in the industry, cant be a groom, cant work under the table at a training center, anyone caught employing a banned ( banded?) trainer is given their first strike
i know you can say well they all just get beards but i think the above punishments would force them out of the industry
and here's an idea have some usta/agco fat ass employees go outside of their houses and visit some farms and training centers once in a while, you would be amazed at what/who you might see
