complete control of his horse at all times by repeatedly driving his horse in the back of the
driver of #2, Violating MN Rule 7884.0260 Subp 2 – K. Then while in the stretch Mr. Jessie
Pacheco steered his horse in a manner that is deemed carless and reckless. Mr. Jessie
Pacheco has been spoken to numerous times and has already received a 3 Day Driving
Suspension for the same infraction. Due to aggravating circumstances and this being the
2nd Violation the penalty is a 9 Day Driving Suspension, dates are as follows, 8/22/2023 –
8/31/2023 – 9/3/2023 – 9/5/2023 – 9/7/2023 – 9/10/2023 – 9/12/2023 – 9/15/2023 –
9/16/2023. Mr. Jessie Pacheco did meet with the Board of Judges on 8/21/2023 and
reviewed the film and did sign the Waiver of Hearing
