Never any reason for this. The fine should have been twice as much and suspended from working at the track for a set time frame. Its ridiculous that animal is placed in these sorts of situations.  Unless this was a young horse, they usually pull back in fear, pain, or because of startling movement.

I have spent hours, hours, and more hours sitting in blacksmith shops all across this country.
I don't think there is a blacksmith past or present that has not smacked one up side the ribs with the flat side of a hammer or rasp.
You don't hit them in the head or use the hammer like you are driving in a nail.
It is called additude ajustment.
Sometimes kids need a little swat on the butt!
