No charges were brought against any one because it was all done legally. Not ethical but legal. It happens every day with all business that deal with the state. It is part of the game, and he probably didn't know anything about it because on paper it looks legit until someone rats the business out. As big as his business are I am sure he didn't handle any the day-to-day operations of building Tioga or running it.
