Horse abuse at the Big M last Saturday

Looked at USTA site under whipping violations. Really expected to see Ceba Horsey there after the ruthless display of whipping abuse in last Saturday's 12th race.
Am I missing something here? Could there be a more flagrant violation?

That was a disgrace.

That trainer should be banned from driving and from having anything to do with horses

I blame the USTA for allowing him a license. And local racing commissions for allowing him to race!

I was talking to a friend who drives in the GSY.  He said there was a meeting Friday and starting next week there will be a new whipping policy with severe penalties.  Will be interesting to see how it’s enforced.   First violation. 500$ and 5 days.

This guy is a monster who shouldn't be within a mile of any animal. Leaving a horse with a broken leg to die in a ditch should have a more severe punishment than he got
