This is exactly what is wrong with racing. Here we have USTA and SC who are basically glorified charting services and you have to belong to them to race. Then you have all the State Racing commissions and Provincial commissions who are supposed to test but really do nothing and you need to be licenced by them to race, talk about redundancy. There is only one chance to get out of this mess and that is with ONE COMMISSIONER who oversees racing in North America and even if we get this far it still be too late. IMO the tracks are going to start closing at an alarming rate and no track will be too big to fail including Meadowlands and WEG.

Ice, I have been hearing this one ruling body for some time. Let's say we finally have that one Zarr with universal rules and regulations. How will this make more harness fans? How will this get more people to the track? How will will this grow handle?

One only has to look to how they regulate and run the races in Hong Kong. There before you run a horse there their Jockey Club has to approve you to race on their tracks. Every race day all horses are pre-race tested with more scrutiny for a vast array of performance enhancing drugs and any test that fails does not run and is quarantined to be given a complete workover. All vet work done at track by vets only approved to be on the grounds and under the employ of the Jockey Club. Any trainer who does have a brain fart and tries and cheats gets prison time and after that can never be licenced again. This is investing in their product and showing the betting public transparency. All of this and their handle dwarfs all of North America and their racetracks are packed.
