This is exactly what is wrong with racing. Here we have USTA and SC who are basically glorified charting services and you have to belong to them to race. Then you have all the State Racing commissions and Provincial commissions who are supposed to test but really do nothing and you need to be licenced by them to race, talk about redundancy. There is only one chance to get out of this mess and that is with ONE COMMISSIONER who oversees racing in North America and even if we get this far it still be too late. IMO the tracks are going to start closing at an alarming rate and no track will be too big to fail including Meadowlands and WEG.
Ice, I have been hearing this one ruling body for some time. Let's say we finally have that one Zarr with universal rules and regulations. How will this make more harness fans? How will this get more people to the track? How will will this grow handle?

Ice, you are older than dirt. So, you know that racing in NY used to be very much like this. You could not enter a horse unless you and your horse was approved. A driver could not race unless he was approved. No "P" drivers. Every horse on race day had a pre-race blood screen, done by the lab, on the grounds. Post race 5 of 8 horses in the race were tested with an additional blood draw and urine, in races with trifecta wagering. In all others it was first and second finishers as well as a beaten favourite and a random.
 As for police action, there were a good number of scandals that led to criminal charges. Most of this was funded by the state's piece of the handle. The state back then would get a 7% cut of a couple million in handle. Today, the state gets next to nothing and cares next to nothing about a micro revenue stream that cost them big bucks if they do their job.
 Comparing harness racing in America to racing in Hong Kong Secretariat to Zippy Chippy. Yea they are both race horses but...

Competition for greater returns to the state. Lotto, Lottery, scratch-offs, OTB , simulcasting... All cheaper and better returning investments to the state.

  • Trigger: Flawed, if there is a carryover not every combo is being played.  You can't make money having playing AAAAAA if there 200 winners.  If CAW is winning everything why play, they're surviving off a low % of rebate against win/loss and work with gigantic volume.

  • MTP1972: I have a different take on carryovers. If you're betting a track who has a good handle like Mohawk the Early Pick 5 pool is around $100,000, maybe $50,000 for the Pick 4 pool. When there's a carryover the CAW's bet thousands into the pool and have every combination covered multiple times. In a smaller pool there's a better chance for a big score because less of their money is in there, same for the Pick 6 in California.

  • Calhoun: Trigger, $25k/$500per week. Sounds great. IMO, you have 2 best options. 1) 100% of play on certain CarryOvers.  Pick-5 Carryovers are best. Pro is Near EV or +EV. Con is it's a ton of work in 1 day at worst or 3/4 days at best. But $500 gets you a lot of coverage. ..2) Focus 100% on one track, WITHOUT a lot of ship Ins. Woodbine, Remington, SoCal and Texas fit. WDB and Rem closed/closing. Whichever you choose, you need to know every single horse. You MUST have access to workout videos. You need to learn trainers.
