Horse Ownership / USTA

To race in NJ, PA, and NY does a horse have to be registered to the licensed owner thru the USTA ? To change owner with the USTA, how long does it take for it to be posted on their site with the new information?  Was looking for a horse that hasn't raced in a  a few months on the USTA site and the owner was a person who had died years ago and the horse had been racing the last few years under a owner/lesee who is alive. The last date of ownership was in 2016.  But according to the USTA records the horse is owned by a person that died years ago. Like a "ghost ship/ I mean horse).

if u call on usta  names changes ..owner transfers..

usually 24 hrs  maybe 2 days at most if transfer papers all signed and done correctly .. tmbz1

It takes a few weeks but not years so thats not right...

Do you know if the track officials require a horse to be properly registered on the USTA ownership papers to be entered in a race or even if it is a requirement for the horse to be owned by a USTA member to race?

I have seen the new owner inthe program and the old owner listed under the  Tatoo search
on the USTA site.
