  I know the reason this game is failing is because too many of its major players, not talking about gamblers,  are stuck in 1950.

 $2.00 in 1950 is worth $21.26 in 2019,  so

Time to raise the minimum bet to $20 is now, and catch up with the rest of the world. 
 The 10 cent super minimum becomes $2 and we have solved the sports major problems

You all can thank me later. 

If you cant afford to bet $20 to win on a horse, you shouldn't be betting to win the rent money anyways

all$.20 wagers must be abolished other than pick 5 or super high 5
$.50 minimum on pick 4 and superfectas
all other multiple bets are $1.00

Brilliant  -  chase away the casual weekenders.  This is so typical of many brainstorms that get slapped on this page without any  -  not a damned bit  -  of thought.  Actually, the $2 basic could reduce to a cool buck ... That's right, $1  >  line up the assisted living homes to roll out the vans and make it up on volume
