It stops the various racing commissions from "stockpiling" positive tests in order to obtain a harsher penalty. When the commission is notified of a positive test, they are supposed to notify the person with the positive test and set a hearing.

I'm not sure how stockpiling would work?

Multiple offenses that have independent penalties would still have the same effect whether the days were added together or doled out separately.

And multiple positives for the same drug could have a higher penalty for each additional offense but again the total days wouldn't change, whether they are served one offense at a time or consecutively.

IF a trainer is using a drug too close to a race and gets a positive for it, it is considered only one positive test. IF NO ONE tells him he has a positive for that drug, and he continues to use the drug in such a fashion, he would accrue multiple positive tests. IF he is told he has a positive, one would be pretty foolish to continue to use that drug the same way. AND IT IS against the rules for racing commissions to do so. At least in every state I ever raced in.
