Anyone ever play these tournaments?

I liked the tournaments on Bet America but when they cease hosting those I closed my account there

Are these DerbyWar tournaments similar?
Do the tournaments actually fill up unlike how they never filled on Bet America?

Also is this legal in all states?

usta advertises them . I have had no problems . but sometimes the harness contests don't fill
