I am guessing a state/governmental body or agency would have the right. No problem. But are there still states that have no formal racing commission or governing body, and the governing and regulating fall to the track or horsemen's association?
What I like even more is they went after owners who were duplicitous in this. If the owner knows this, they are part of the conspiracy and this is a crime. The sport and industry needs more of that.
