Max Fine For Whipping Abuse....Depends On Who You Are

I sent a little email after this beating happened stating that you can't fine Smolin and Husted and let this one go.

Little did I know that not only were the stewards watching but they discriminate based on who you are.

EXCESSIVE OR INDISCRIMINATE USE OF WHIP
Driver Clifton Bell is hereby assessed a civil penalty of $1,000 and suspended from driving only for seven days (September 10, 2018 through September 16, 2018) for violation of the whipping rule - whipping arm shall not be raised above shoulder height or behind the driver (third offense within 365 day period) while driving #3 IMA SCRAPPY SCAPER in the sixth race on September 6, 2018. IRM Rules 1318.90 E, F 3.

I want to make a small clarification.

When compared to previous whipping violations at Hawthorne this incident was less egregious to me.

Bell got hammered for raising his arm and it being his 3rd violation in 365 days.

The stewards are showing bias when they make rules based on number of violations vs. degree of cruelty.

Clearly beating a horse underneath their belly and way after the wire deserves a large fine and days off vs. simply raising your arm above the shoulder for the 3rd time.

Fines and suspensions should be based on severity of abuse instead of number of penalties.

So basically means evertime he drive's hes over whipping at least he raises the whip and trys pefect example sunset dreamer is lazy horse until you push him hard then he gets into the race only way you can drive him if you want in the money dont win much now but did last year and before that. But looks like lots of warnings already bye posted fines

Back in the 60's and 70's Cowboy Ross Curran could cut a horse better than most. I put a claim in on a mare he had at Greenwood and he broke more skin all over the horse, blood visible all over and no penalty or suspension by the judges. I put the mare out for 5 months and slowly brought her back and she rewarded me for two seasons.

Ross wasn't the only culprit.  In those days you were not supposed to know there was a claim in on your horse.......but race office smelts  ..knew if they told you...you would throw them a $20.  Sometimes a trainer had been stiffing a horse...and would go all out for the win..winning by open lengths to stop you from cashing in on their horse next time.  The other procedure was to take off the knee boots , scalpers , bell boots..and drive the hell out of the horse...deliverin g a horse all banged up.

There was never a penalty applied  for doing this.

If you suspend a poor driver that drives mostly his own, you are basically rewarding him. The longer you suspend him the more catch drivers he uses the more he benefits.

Btw..did we ever get suspension details on sergio corona's 12-strike bloodbath in harrahs 5th race a couple weeks ago, going off at 13-1 ill have you know.
