He didn't break "right before the start" as you say. The replay comes on 13 seconds before the start and he was already off stride, giving bettors including CAW's more than 15 seconds to wager.

CAW wagering is as much as 50% of the handle at many tracks. Tracks are in a tough spot. If they don't take CAW bets, their handle is minimal. If they do take it. you'll see odd payoffs including many 1/5 or even 1/9 shots. Give it a few more years and they will be doing 75% of the track's handle, for the tracks are losing more and more of the "racing fan bettor"  each day.
