Assuming you are putting the chosen number back into the hat before each new draw (with replacement), the odds of picking a 1, 2, 3, 4, or 5 eight times in a row are 390,625 to 16,386,591 against (or approximately a 2.33% chance).

So, 2.3% chance it's legit,

Yes and that system is excellent.
 
HOWEVER-----In the Judges office the FACT A Judge has already been caught and fired before proves the point for rigging draws: the  random computer draw system is only as honest as the people holding the keys to the race office

 Every single manual override or change made in the software leaves a digital fingerprint (user ID, timestamp, and action).

 When "nobody checks," a rogue judge can get away with it short-term, but a formal commission investigation is typically what pulls those server logs to catch them.

I partly agree with this however if you're referring to Nick he was framed.

As far as rigging, if you watch the Meadows draw, there are certain races where the draw is handicapped.
Examples are: 2 year olds draw inside, and claiming handicap races, and they will set up 2 or more mini draws within the race.  Easy to assign certain trainers the draw for the inside posts with the system.
Not saying it is happening, but it’s available.
