Oak Grove today race 16

Maiden race for Kentucky bread horses. But it looks like the breeder is from France. Am I missing something?

Depends on where the Sire resides or the horse was born. Each State has their own requirements for residency also. Kentucky was very accommodating to boost the number of foals in preparation for the foundation of the breeding programs.
