Can someone explain to me how Tim Carey has not been indicted for deceptive practice of not fraud for all the bounced checks from purse money the Illinois horseman are holding.  Some of these checks are big as they were winnings from Night of Champions.  I’m baffled that he has been charged. Anyone enlighten me?
