Wrong chain of command and would only end up in a referral, unless it was a civil rights violation.

John try to work with the asshole, then you have an inspector general / internal affairs over the fire department and who ever is city / county administration over the fire department you have two - city / county manager and John's representation as a constituent (mayor, vice mayor, commissioner, alderman...) also at the city and or county level based on the jurisdiction of the fire department.

Now while elected officials typically don't deal with personnel issues they are super influential if the guy is a boss, because they hire and fire and appoint the big shots, otherwise administration gets the complaint from the local leader and they come down hard and fast because they don't want to lose their 6 figure job.

Wells I gots the FIRE REPORT. Long and extended. After meese encounter with the CHIEF a few days ago and I went back today. Nice FIREMAN helped me out. It took a while but he brought me a report. He edited the name and said I lived in unit 301 which was totally obliterated and I live in unit 102. Me agent went it not matter,the whole buildin was creamed.
Here some interisting facks though. They sayin the fire is still under investigation,but 5 individuals have been arrested. 4 are sitting in KANE COUNTY JAIL and the 5th was returned to PRISON. That scoundrel must have broken parole. But when trial date comes up he will be sent to county jail to face charges. Have not yet got POLICE REPORT as they still doin investigation on the FUCKIN CULPRITS,But you can bet I'M goin be in court when these shits go to trial. And as everyone knows one of these RATS is gonna turn on everyone else to get a lighter sentence. I'sss want to know what motivated the SHITS to do this.
