Anyone know why Plainridge cancelled last 2 races today?

I was busy making dinner and then noticed last 2 races were cancelled. I watched the replay of the 9th and wondering why was the truck driving next to the horses all the way around during the race?

They ran the races but must have been trouble with the betting.
No odds or payouts last 2 races. Ran for purse money only.
