Can we get off the soapbox of "who is paying for this?".   We can't afford not to act.

We need to start demanding that Out of Competition testing is implemented by the State Regularity bodies.  Again here in OHIO it needs to have the scope of reaching any horse that is actively racing regardless of location (racetrack, training center, fair grounds, private property). Upon notification you have (x) amount of time to produce the animal.

And then----The punishment must be swift and not impeded through an appeals process. This is a complete joke. There should be a structured penalty phase, where everyone knows the punishment.  Fines are attributed to the trainers, and owners separately.  For example if the fine is $250.00,  it is 250.00 for each owner entity.   The BS needs to have a heavy hand over it.  Those with some ethics to them are paralyzed to say anything.   Take matters into your own hands and have some teeth to enforcement.

I would 100% support a percentage of funds coming from purse winnings to help monitor the sport. Also some of the funds going to state horsemen’s associations should be utilized. We need to find the funding somewhere.  It needs some level setting!

Just maybe a serious push and implementation may be a deterrent for these cheats to think twice before they act.

If this theoretically became a reality, and while Mike Petrelli (Horseplop's - Harness Racing Revolution ) is not shilling for a dime of this cash, he would deserve every penny of it.  He's been a one man extremely effective wrecking crew of the bad guys, with resources and a chance to triage and allocate if he would be so willing to continue  - you'd start seeing that deterrent grow, while the assholes would be simultaneously removed in exponentially greater numbers.

Start with your honest horsemen / owners, if they want to see an end to their unfair competition, animal abuse, and talk to Mike too.
