Start with the original charges and the folks that went to jail, then swing to a guy starting a one man revolution against cheaters and abusers and now, people calling and demanding commissions and tracks look at the information again, resulting in further suspensions.
It can have one episode on all the efforts by these cheats to get horses into beards names, avoiding the full extent of the suspensions.
Netflix can garner the number of eyes to either destroy the industry or create real change.
