Unfortunately the track has a pecking order of old farts above him who basically do nothing, so unless one retires or passes away, he's stuck where he is, but does a good job.

i have met Matt a handful of times and occasionally exchanged emails with him -always polite, always professional

apparently thats the way it is in Delaware--Lockhardt was milking a huge salary at Dover while doing absolutely nothing--great job if you can get it
