Looks to me that did absolutely nothing wrong.
Compare this to kubi erzines freehold stiff job and you will agree that ray did nothing wrong but drive this one well Norton get beat a nose. The horse had nothing left at the wire.

They both stiffed those horses. Ray made absolutely no effort to win that race the last 50 yens.

Baynes definitely was NOT trying to win that race. BUT take a look at the money man Scotty Z's try tonight at Pocono at 2-1 in race 8.
2-1 and zero effort. yes I bet him and yes I expect an effort, thanks for nothing Scotty boy.

They pick Ray Baynes as the new poster boy for their war on cheating. WTF!!!! I don't know anyone who has'n't sat on one to keep it classified. I never cared about winning a 2 yr old's 1 st starts till. I learned it was better to educate them, than winning. Ban me for life, I admit it.

That's why actual handicappers and smart bettors only bet on claimers and upper stakes races.  Condition races should never be bet cause everyone in that class knows what they can make to drop down or stay in that class...for real who would bet this when earnings would have to be calculated for each local track too since most trainers know them can fit a lower class somewhere else next week if their 3rd or worse tonight.

This horse has 19 starts and finished 2nd or 3rd in 17 starts. 

Think the stewards said enough is enough…. Makes sense to me

even the announcer was laughing at the wire as he knew exactly what was taking place
but if the rules allow it so be it
fix the rules for lower maidens and conditions
skew the purse money to the top 3 only
make the purses bigger so owners can get money back asap
put conditions on how many starts you get in a class
make more condition claimers so when horses dont fit the conditions they are forced to get tagged

not that hared really
perhaps then real gamblers would bet some of these races  which they now completely avoid and for good reason
