Why do Jockeys have Agents, and Harness Drivers have None?

In Harness its because race secretaries--call their favorite driver and give them the picks on the program. Leave that to form your own conclusion.
Jockeys have agents--who call trainers and convince them their charge--is the man to do the job.They are also excellent handicappers so they know who to call and the better they do their job--the more money they and their jockey- make..

also typically there are more jockeys available to ride than their are horses
opposite in harness until you get to major stakes and grand circuit
take mohawk, not really enough quality drivers so they all get drives
best drivers get the best horses and rinse and repeat

20yrs ago all the drivers had an agent! You know, the pal of yours that was responsible for getting your "out money "from the ringleader in the stands! Those guys who made sure that you got home from drinking after the races the night before! The entire clique had their own guy to run info inside.  ngc3
